DVLS serves indigent residents throughout the State of Delaware by providing quality, pro bono legal services. We try to ensure that those individuals without financial resources will receive the same access to justice in civil matters as other litigants.

You must meet federal poverty income standards.
DVLS assists clients with problems relating to Protection from Abuse, divorce and custody cases involving domestic violence, guardianships, housing, Landlord/Tenant, wills, government benefits, homeownership and consumer issues.
DVLS does not guarantee representation with these matters. To see if you are eligible for assistance, contact the Legal Help Link at (302) 478-8850 Monday through Thursday between the hours of 9 a.m. through 1 p.m.
DVLS, the Lawyer Referral Service and the Legal Help Link will not give legal advice over the phone.
Clients who qualify for free legal assistance must sign a certification and retainer agreement. Clients must agree to keep DVLS informed of changes in income and any other facts that may be relevant to the matter at issues.
Clients will not be responsible for attorney's fees, however will be required to pay filing and service fees and other court costs.
DVLS does not handle Driving Under the Influence (DUI), Criminal, Class Action, Fee Generating or Medical/Legal Malpractice cases. If you have this type of case, you may be able to get assistance from the Lawyer Referral Service. The Referral Service will refer you to an attorney for a half hour consultation for a $35 fee. Should you wish to retain the attorney, fees will be negotiated between you and the attorney.
